Home education deprives students of their rights and of a citizen formation


In April 2019, Bolsonaro presented Bill (PL) 2401/2019, which aims to regulate home education in Brazil, also known as homeschooling. The topic was resumed in the midst of the pandemic, when federal deputy Vitor Hugo (PSL / GO) presented a request for processing under the urgency regime of the PL.

The specialist adds that the PL is part of a larger project, defending a minimum state and education a technical and technical perspective. "What is behind this PL is an attempt to impose an education that does not discuss valuable issues for the social democratic state of law, such as gender, class and race, as proposed by Escola Sem Partido."

According to a survey by the Chamber of Deputies, until February 2020, PL 2401/2019 was the most visited in the area of ​​“education, culture and sports”. The popularity of the theme is justified: it is part of one of Bolsonaro's campaign promises, and was one of the priorities of the first 100 days of government.

“This acceleration has to do with the fact that the current president wants to be re-elected and then raises that flag that was in his campaign. The urgency is political-electoral, and not something that in fact serves the interest of the majority of the population in any situation, much less during the pandemic ”, analyzes Carlos Roberto Jamil Cury, professor in the Department of Education at the Pontifical Catholic University of Minas Gerais ( PUC-MG).

Amid the country's economic recession and cuts in investment in education, he also worries about the expense that will be required to implement the structure within the educational system to accompany students in the sport. "It is necessary to consider how much the State will spend to access each of these families, if this, in fact, will be worth it the point of view of gains for the collective, and if there are proven benefits of home education that justify this", argues Gina.

“It is at school that the child will often access issues related to human rights, republican values ​​for the first time”, says Gina Vieira.

According to the text of the bill, the parents or legal guardians of the children or adolescents themselves will be entrusted with the teaching and learning process. The enrollment will be made through a virtual platform of the Ministry of Education, and must be renewed every year. Parents will also be responsible for presenting an individual pedagogical plan for students, and maintaining a periodic record of the pedagogical activities carried out. Students will also be subjected to annual assessments so that the Department of Education can monitor their performance.

“What is in line with the LDB has a pedagogical project written by the parents? This is a disregard for the law and a devaluation of education professionals, who are qualified people for this, with initial and permanent training, who dominate the curricular content, didactics and also the learning processes at each stage of human development ”, points out the professor Carlos.

For Gina Vieira, the background of this issue is a dispute between conceptions of Education. On the one hand, it is argued that learning is a process that only involves didactics, planning and technical-bureaucratic issues: hence the possibility that any parent, mother or legal guardian for a child or adolescent can occupy the position of teaching.

On the other hand, the concepts of critical and post-critical theories in the curriculum go further and also take into account the objectives, methodologies, evaluation, multiculturalism, interactions, integral development, the look at the subject's identity and the and understand Education as a crucial part of strengthening democracy and plural values. "It is at school that the child will often access issues related to human rights, republican values ​​for the first time," says Gina.

How to cultivate a bullying-free school community?

“This aspect seems to me to be the most serious aspect of home education as it deprives sons and daughters of this encounter with difference. The school is the only institution that is permanent, longitudinal and systematic, and that means that 48 million children leave home every day and stay there for at least 4 hours over 200 days, living with the different ones and learning to respect them. them, ”says Professor Carlos, adding that even if families are committed to promoting this community life, the likelihood of choosing environments and social circles that are very similar to the family nucleus is great.

In addition, the interaction with other students, with the teacher, and other employees of a school, is also part of the learning and integral development of children and adolescents. “Learning is a process of interaction: with the content, with others, with the school's geography and the surrounding territory,” explains Gina.

Among the main defenders of home education in Brazil, two groups stand out: that of neo-Pentecostal evangelical strands and the elite sector that wants to safeguard children and adolescents what they claim to be cases of violence and bullying. In both cases, the conflict arises this contact with the other or with different opinions and worldviews. “But conflicts are inherent to human existence. Taking the child out of school so that he does not have to deal with adversity is to deeply impoverish his education, ”says Gina.
